Municipal Support for Small-Scale Embedded Generation (SSEG) and Municipal Electricity Business Models

Background:

Energy security concerns, rising electricity prices, the emergence of low-cost renewable energy technologies and the growth of distributed generators have resulted in a range of challenges for utilities, including for municipal distributors. In light of these dynamics, municipalities are compelled to re-define their role in the electricity value chain and adapt their funding and operating models. The South African - German Energy Programme (SAGEN) in cooperation with the Department of Energy (DOE) and the South African Local Government Association (SALGA) is providing technical support to municipalities on aspects of this transition.

The Council for Scientific and Industrial Research (CSIR) and Sustainable Energy Africa NPC (SEA) are implementing partners on the SAGEN programme and are focusing on the safe integration of Small-Scale Embedded Generators (SSEG) into municipal infrastructure as well as the development of sustainable business models for municipal utilities. In this regard, invitations for municipalities to be considered for support in various areas will be issued during September – December 2018.

Overview of all invitations for municipalities to apply for support

Municipalities will be invited to apply for support in the below four calls, to be issued separately:

  1. Municipal SSEG Programme Development support: Support is available for approx. 25 municipalities to build staff capacity and help establish SSEG application and approval processes and systems.

  2. Municipal SSEG Grid Impact Study support: Two metros will be selected for support in undertaking grid impact studies for SSEG systems that do not fit into the ‘simplified connection criteria’ parameters (e.g. as per NRS 097-2-3).

  3. Training in SSEG PV Procurement on Public Buildings: An approach to procure quality and optimum life-cycle cost PV systems on municipal buildings will be covered.
